DOS allows CBP to waive visa requirements in emergencies

    DOS issues final rule that authorizes CBP officers to waive requirement for nonimmigrants to present visas upon inspection in cases in which the CBP District Director concludes there is a legitimate, unforeseen emergency, that prevents the noncitizen from presenting the relevant documents.
