EO 14159 § 15 directs ICE to reinstate the VOICE Office to “Address Victims of Crimes Committed by Removable Aliens”

    Section 15 of Presidential EO 14159, "Protecting the American People Against Invasion," directs U.S. Immigration and Customs Enforcement (ICE) to take all appropriate and lawful action to reestablish within ICE an office to provide proactive, timely, adequate, and professional services to victims of crimes committed by removable aliens, and those victims’ family members. The Attorney General shall also ensure that the provisions of 18 U.S.C. 3771 are followed in all Federal prosecutions involving crimes committed by removable aliens.

      2025.04.10_Secretary Noem Announces Relaunch of VOICE

      DHS Secretary Kristi Noem held a press conference announcing that the department would re-launch the Victims of Immigration Crime Engagement (VOICE) Office.

      VOICE was initially launched by President Trump during his first administration in 2017. Under the Biden Administration, ICE terminated VOICE and launched the Victims Engagement and Services Line (VESL), which continued to provide victim support services and incorporated some initiatives started by VOICE, including the Detention Reporting and Information Line (DRIL).
