May 1, 2026Presidential EO, "Imposing Sanctions on Those Responsible for Repression in Cuba and for Threats to United States National Security and Foreign Policy," declares that Cuba and its government pose a national security and foreign policy threat to the United States, and it expands sanctions in response. The order enables the Secretary of State and/or Secretary of the Treasury to designate for blocking sanctions certain foreign individuals and entities tied to Cuba, including individuals involved in key sectors of Cuba's economy, those connected to the Cuban government, those providing support to sanctioned parties, and individuals linked to corruption or human rights abuses. It also prohibits U.S. persons from engaging in transactions with these designated parties or attempting to evade these restrictions.
The EO invokes INA 212(f) to suspend entry into the U.S. for individuals (immigrants and nonimmigrants) who meet the sanctionable criteria, unless an exception is granted for national interest reasons. The EO further allows the Secretary of the Treasury to impose sanctions on foreign financial institutions that have conducted or facilitated any significant transactions for sanctioned individuals or entities.
