September 22, 2020EOIR is requesting comment on proposed substantive and non-substantive revisions to Form EOIR-27, Notice of Entry of Appearance as Attorney or Representative Before the Board of Immigration Appeals (BIA). This form's purpose is to allow an attorney or representative to file his or her entry of appearance for each matter before the BIA. EOIR has added, among other things, language clarifying that the practitioner, by entering his or her appearance before EOIR, acknowledges that they will be subject to the disciplinary rules and procedures at 8 C.F.R. § 1003.101 et seq., including, pursuant to 8 C.F.R. §§ 292.3(h)(3), 1003.108(c), publication of the practitioner's name and findings of misconduct should the practitioner be subject to any public discipline by EOIR. On 01/04/2021, OMB approved this information request. The new edition of Form EOIR-27, however, is not yet in effect. The July 2015 edition of the form the version still publicly available.

On August 9, 2023, EOIR issued a notice seeking comments by October 10, 2023, on proposed revisions to Form EOIR-27, Notice of Entry of Appearance as Attorney or Representative Before the Board of Immigration Appeals. The revisions would update how to obtain automated case information and clarify that a practitioner of record is authorized to file a notice of entry of appearance before the BIA, rather than an entry of limited appearance.
