June 24, 2026FEMA published the Fiscal Year 2026 Homeland Security Grant Program Notice of Funding Opportunity to set out the requirements for the Homeland Security Grant Program (HSGP). The guidance adds an "election security" condition, which requires, among other things, that recipients use the Systematic Alien Verification for Entitlement (SAVE) system to verify the citizenship of registered voters and election workers. FEMA will withhold from drawdown an amount equal to 20% of the recipient’s total HSGP award until the recipient demonstrates compliance with these election security requirements.
