June 24, 2026FEMA published the Fiscal Year 2026 Homeland Security Grant Program Notice of Funding Opportunity to set out the requirements for the Homeland Security Grant Program (HSGP). The guidance adds an "election security" condition, which requires, among other things, that recipients use the Systematic Alien Verification for Entitlement (SAVE) system to verify the citizenship of registered voters and election workers. FEMA will withhold from drawdown an amount equal to 20% of the recipient’s total HSGP award until the recipient demonstrates compliance with these election security requirements.

U.S. District Court Judge Amir Ali has overturned an administration rule that would have withheld 20% of federal counterterrorism funds from states and certain municipalities if they did not change their election-administration policies. The court ruled that FEMA exceeded its legal authority by conditioning these funds without demonstrating a link to counterterrorism. Metropolitan Government of Nashville and Davidson County v.
