EO 14159 § 13 directs DOS and DHS to use maximum sanctions against recalcitrant countries

    Section 13 of Presidential EO 14159, "Protecting the American People Against Invasion," directs the Secretaries of State and Homeland Security to impose sanctions under section 243(d) of the Immigration and Nationality Act (8 U.S.C. 1253(d))--"to the maximum extent permitted by law"--against countries that refuse or delay the acceptance of their nationals subject to removal from the U.S. Section 13 also mandates diplomatic efforts to ensure compliance and calls for the removal of barriers or tactics hindering the prompt repatriation of such individuals. Non-cooperation by foreign states, including delays in identity verification, may trigger additional sanctions.

    The New York Times reports that eight non-playing members of Cuba’s traveling party for the 2026 World Baseball Classic were denied entry into the U.S. Juan Reinaldo Pérez Pardo, president of the Cuban baseball and softball federation, Carlos del Pino Muñoz, secretary general, and Pedro Luis Lazo Iglesias, a coach, were among those affected. According to the federation, visas were denied pursuant to INA § 243(d), applicable to foreign countries that “deny or delay accepting their nationals with final orders of removal from the United States.”
