September 16, 2026AP reports that a September 10, 2026, memo sent by the Trump administration instructs federal employees and care providers to direct reports of labor and sex trafficking claims involving minors to the Office of Refugee Resettlement (ORR) and not the Office of Trafficking in Persons (OTIP). ORR will investigate the claims and determine which should then be directed to OTIP. ORR says that the change was driven by a review conducted last year finding that "95% of more than 9,000 reports 'were determined not to be viable trafficking leads' for criminal investigators."
The change will likely make it harder for minor victims of trafficking to secure OTIP certifications, which will limit access to humanitarian visas and access to nutrition, housing, and other benefits.
