Reported: ICE bans vehicular pursuits and requires training for vehicular stops

  1. Original Date Announced

    October 1, 2026

The Associated Press reports that a September 30, 2026, ICE memo bars officers from pursuing vehicles that fail to pull over under any circumstances. Instead, officers must record the vehicle’s information and open an investigation. The memo also prohibits officers from making vehicle stops unless they have completed five specific agency trainings. It directs them to activate lights and sirens during traffic stops and to wear and turn on body-worn cameras. This guidance comes after the high-profile shootings of several motorists, including Wilber Rafael Garces Perez in Texas on September 20, 2026, and the fatal shootings of Johan Sebastian Durán Guerrero in Maine and Lorenzo Salgado Araujo in Texas in July.
