Reported: ICE looking into using mobile detention facilities

  1. Original Date Announced

    September 23, 2026

NPR reports that ICE is exploring the use of “mobile detention facilities” in Pennsylvania as part of a broader effort to expand immigration detention capacity. Project Salt Box identified plans in DHS contracting documents to expand detention operations in New York, Texas, Arizona, Florida, California, Colorado, Washington, and Pennsylvania. According to the publicly available documents, which were first obtained by Project Salt Box, ICE describes the proposed mobile facilities as being operated by GTI, the transportation subsidiary of GEO Group. Michael Wriston, a co-founder of Project Salt Box, told NPR that the plans appear to envision a network of vans that would accompany ICE officers in the field during enforcement operations, allowing people who are arrested to be temporarily detained on or near the scene. The documents provide few details about how the mobile facilities would operate, stating only that they could be used until they are full or until an operation concludes and that women could not be held in the units for more than 10 hours.
