Reported: ICE surge in sanctuary cities will not exclusively target people with criminal records

  1. Original Date Announced

    September 27, 2026

The Washington Sun reports that new guidance went out to ICE field offices reaffirming that there has been no change in immigration enforcement policy. This is a response to earlier reporting by the Daily Wire that ICE officers were told by agency officials to stop collateral arrests and arrests of those without criminal records. In response to the Daily Wire's reporting, DHS issued a statement saying, “This is false. No one is off the table. We will continue to arrest any and all illegal aliens that come into our path," and "ICE has initiated a nationwide public safety surge in sanctuary cities where our brave officers will be targeting criminal illegal aliens.”

  • 2026.09.30 CNN - Whiplash over ICE arrests exposes disconnect between Trump and Markwayne Mullin

CNN reports that confusion within DHS on the alleged order to focus arrests on those with criminal histories demonstrates a policy rift between the President and DHS Secretary Mullin. While DHS denies issuing an order to cease collateral arrests and arrests of noncitizens without criminal records, CNN reports that Mullin privately supports a shift away from collateral arrests. According to CNN, DHS officials and sources close to the White House are concerned that "Mullin isn’t in lockstep with the president" and "is definitely out of step with President Trump and the base on immigration."
