  1. Original Date Announced

    March 20, 2025

Judd Legum reports that "the [Enumberation Beyond Entry] EBE program for 'noncitizens granted work authorization' and 'newly naturalized U.S. citizens' has been 'temporarily' frozen." Under the EBE program, "[the Social Security Administration] SSA automatically issues millions of Social Security numbers and cards to non-citizens granted work authorizations as part of an agreement between the SSA and U.S. Citizenship and Immigration Services (USCIS) . . . It is unknown how long the freeze will be in place or if it will ever be lifted."

Reported: 2025.06.11 SSA Pauses Automatic Issuance of SSNs for Certain Immigration Applicants - JacksonLewis

Amy Peck of law firm Jackson Lewis notes that the pause of the Enumeration Beyond Entry (EBE) program will affect "immigration applicants applying for work authorization (Form I-765) and naturalization (Form N-400) . . . Previously, these eligible nonimmigrants and immigrants could request a new SSN on their immigration forms and receive a card by mail — no SSA visit required. Now, they must apply in person and no automatic Social Security cards will be mailed during this period."

Peck states that "SSA is continuing to process EBE-based SSNs for individuals granted legal permanent resident status on Form I-485 (adjustment of status), and any SSN requests that were submitted to EBE before March 18, 2025."
