Secretary of State announces visa-restriction policy targeting "far-left terrorist groups"

    Secretary of State Marco Rubio announced a new visa-restriction policy targeting members of far-left groups who "finance, recruit, incite, or otherwise enable terrorist, violent, and criminal Far-Left Terrorist networks." The new visa policy aligns with National Security Presidential Memorandum-7, President Trump's September 2025 memo instructing the executive branch to develop a national strategy to investigate, disrupt, and prosecute domestic terrorism and organized political violence. The policy was issued pursuant to INA Section 212(a)(3)(C), which allows the administration to deny entry or a visa to any foreign national whose admission would have "potentially serious adverse foreign policy consequences."
