May 14, 2025DOS provides notice and request for comments regarding proposed revisions to the J-1 Visa Waiver Recommendation Application (DS-3035), which is used to record information required to request a waiver of the two-year home residency requirement of the exchange visitor program. Proposed changes include:
- Incorporating Pay.gov to collect fees;
- Modifying the J-Visa Waiver Online portal to add a “save” option;
- Requiring a digital signature for application validation;
- Adding a document upload feature;
- Making email a required field; and
- Removing the A# and I-94# fields
DOS will accept comment for 60 days.
