Form AR-11 is used by noncitizens who have filed an immigration benefit request to inform USCIS of any changes of address. Under the proposal, noncitizens who report a change of address would also be required to provide information about, among other things, any receipt of means-tested public benefits; name and address of current employer and educational institution; and the date of entry, port of entry, and expiration date of their stay in the U.S. USCIS states the information would be used to help enforce immigration laws, including the public charge ground of deportation.
