On September 30, 2021, ORR announced that it had submitted to OMB for approval a proposal to revise 11 instruments, discontinue 1 instrument, add 11 instruments, and replace the term "unaccompanied alien child (UAC)" with "unaccompanied child (UC)." ORR plans to incorporate all instruments and changes into UC Path's initial launch, with plans to revise the system based on public comments after public launch.
ORR plans to revise the Sponsor Assessment (Form S-5), Home Study Assessment (formerly titled Home Study Report) (Form S-6), Adult Contact Profile (formerly titled New Sponsor) (Form S-7), Initial Intakes Assessment (Form S-8), Assessment for Risk (Form S-9), UC Assessment (Form S-11), UC Case Review (Form S-12), Individual Service Plan (Form S-13), Long Term Foster Care Travel Request (Form S-14), Child Advocate Recommendation and Appointment (Form S-15), and 30 Day Restrictive Placement Case Review (formerly titled Summary Notes: Thirty Day Restrictive Placement Case Review) (Form S-16). ORR plans to discontinue the UC Case Status instrument.

On October 4, 2023, the Department of Health and Human Services through the Administration for Children and Families’ (ACF) Office of Refugee Resettlement (ORR) issued a Notice of Proposed Rulemaking (NPRM) issuing the "Unaccompanied Children Program Foundational Rule."
This proposed rule would codify a framework for the care and custody of unaccompanied children consistent with ORR’s statutory authorities and responsibilities, as well as with requirements established in the 1997 Flores Settlement Agreement (FSA). It would set comprehensive standards for the care and treatment of unaccompanied children in ORR’s custody, and update collection of information requirements established during the Trump administration and outlined in this original policy entry.
